Washington Boating Laws: Legal Requirements for Boat Operators

  1. Boater Education Card
    • If you operate a powered vessel with 15 horsepower or more, you must have a Washington State Boater Education Card. Washington State Parks+1
    • You also must be at least 12 years old. Boat Ed+1
    • Exemptions: if you were born before Jan 1, 1955; commercial fishing vessel operators; USCG licensed captains, etc. Washington State Parks+1
  2. Age/HP Rules
    • Under 12 years old: cannot operate a vessel with 15 HP or more unless supervised. BoatUS Foundation+1
    • Born before 1955: exempt from the education & card requirement for most recreational boating situations. Washington State Parks
  3. Safety Laws (some relevant ones)
    • Life jackets / PFDs—Washington requires USCG‐approved life jackets for everyone on board; children under 12 or under certain lengths may have additional PFD rules. BOATERexam+1
    • Laws against boating under the influence (BUI) apply. King County+1

💡 Optional / Recommended (but not always legally required)

  1. Boat Insurance
    • Washington State does not require boat insurance by law. GEICO+1
    • However, many marinas, lenders, or moorage operators will require proof of insurance to rent dock space or moorage. McClain Insurance Services+1
    • Homeowner insurance policies often cover small amounts (or exclude boats altogether), so dedicated boat/marine insurance is often wise. Office of the Insurance Commissioner+1
  2. Registration & Title
    • Most motorboats and vessels (depending on size, horsepower, type) in Washington must be registered with the state. (This isn’t exactly “license to drive,” but part of legal ownership/operation.)
  3. Certifications / Licenses for Hire
    • If you are operating commercially (charters, tours, carrying passengers for hire), there are extra licensing/certification requirements (often from the US Coast Guard or state agencies).

✅ What You Should Do to Be Fully Compliant & Safe

  • Take the approved Boater Safety Course and get your Boater Education Card if required.
  • Always carry the card when operating a qualifying boat.
  • Make sure you have life jackets for everyone (check size & type).
  • Follow all laws about alcohol and boating.
  • If you moor at a marina, ask what insurance they require and what proof you’ll need.
  • Register your vessel if required.
